In India, almost every Bank like HDFC, City Bank, SBI, Canara Bank, Punjab National Bank, Union Bank, ICICI Bank and a huge list out there have same norms as per RBI and the International agreement signed between these banks and ATM Card agencies which includes Visa Card, MasterCard, American Express and Rupay etc. As per norms and security practices, you can only try up to 3 times of attempts of entering wrong PIN (Personal Identification Number) password in technical terms most commonly known as an invalid password.
[Update] In October 2016, State Bank of India and other banks have blocked more than 6 lakh ATM cards after identifying a Malware in the ATM Machine.
After trying maximum numbers of permitted attempts, i.e. three times, your ATM card gets temporarily blocked. This temporarily blocks can last for up to 24 hours. For instance, if your card was blocked at 11:00 am than the card will be unblocked automatically on the next day at the same time of automatic blocking, i.e. 11:00 am.
Though, some banks like Axis Bank offer on-call ATM Card unblock service while this service can also be availed through net banking, also known as I-banking, internet banking and e-banking. In order to do so, you need to login into your Internet Banking account of your bank and look for the forget PIN/Unlock ATM links. If you don’t have net banking or there is no such link in the net banking account, you can contact customer care of your bank.
After 24 hours you can re-attempt with the correct password if you’d remembered or can visit the home branch of your bank for getting the new PIN number. Some banks have different rules, some bank re-generate the PIN and send it by post at the registered postal address while some require an existing card to be blocked so that the new card with a PIN can be issued.

Some Banks may ask you to submit the hand-written letter in order to get a new ATM card or the PIN. Well, here is the format for the letter for getting a new ATM Card or requesting for re-issue of PIN.
